A charge of DWI isn't the first for a D.C. police officer that coupled a recent incident with shooting at five transgendered people in a car he ran into, as reported by the Washington Examiner.
Per the charging documents, off-duty officer K.F allegedly rammed his Cadillac into another car on August 26. He further complicated the incident by getting out of his car, climbing onto the hood of the car he struck, and yelling, "I'm gonna kill all of you."
Records, and sources, show that K.F as being twice-punished for other incidents involving alcohol.
In the shooting one person suffered with multiple wounds in the arm and hand while two others were also hurt.
K.F. is a 20 year veteran with the police department.
During the alcohol breath-test, K.F. registered 0.15, proving to be twice the legal driving limit.
Segregated from other prisoners, and awaiting a court appearance, K.F. is being held on DWI and assault with a deadly weapon charges.
Police stated that K.F. is on paid leave. His attorney offered no comment on the case.
Charging documents reveal that the incident began at approximately 4:40 p.m. when K.F. argued with a group of transgendered people at the 400 Massachusetts Avenue location of a CVS pharmacy.
K.F. allegedly pulled out his gun and brandished it in front of one of the victims. The victim reported it to an off-duty D.C. police officer that had been working as a security guard at the pharmacy.
The officer reported that K.F. was an "
off-duty officer, and therefore no further action was necessary."
The victims allege that after they left the CVS pharmacy in their vehicle, they noticed that K.F. followed behind them in his Cadillac. It was at this time that K.F. left his vehicle, took his gun out, and aimed it directly at the driver - and then the cars crashed.
How and when the crash took place is unclear but the victims claimed that K.F. fired at them before the accident.
Officers reported hearing the sound of a car crash and ensuing gun shots. When they arrived on scene they witnessed K.F. standing on the victim's vehicle and pointing his gun directly at their windshield.
Five shell casings were located - all matching K.F.'s gun - at the scene.
Of note is two earlier shootings of transgender people that summer in the Northeast Washington area. A police spokeswoman would not comment as to whether the incidents are related.
K.F.'s record includes driving while intoxicated and operating while impaired in 2004. The charges were dropped after he pleaded no contest and took a program on diversion.
According to the city records, he also received a suspension of 30 to 90 days.
An earlier incident occurred in 1996. At that time K.F., along with another police officer, got into a drunken argument - while the two were on duty - with a mother and her son.
K.F. was placed on an administrative leave, and though the department allegedly tried to fire him, he was reinstated during a change in police chiefs, by 1998.
